Sure, but I think wanting to get high or get drunk is genetically determined. I've got stoned and I've gotten drunk and I stopped because I didn't want to be like that. I didn't stop because of social pressure or outside influence. So IMO if someone else wants to be that way, it's their genetics. They simply lack that internal drive.Not every single aspect of someone's personality and likes is genetically determined my dude. Substance addiction is somewhat influenced by genetics but there are tons of other factors.
