He's definitely not a moral hero, but he does find a crabbed way of being a good person (he is possessive of Esmeralda, but it's learned behavior from Frollo, and he is still one of the kindest characters in the novel in spite of his upbringing - though he kind of wins that title by default since everyone else is so awful).
