I tested it myself just now: if I stop trying to use my legs while in the position he was in, my legs did bend up while scooting forward but my feet also scooted forward, more or less depending on the friction and obstacles of the surface they drag over while being pushed by my arms.
By contrast, the way you get that "feet not moving" is if you are scooting by anchoring your feet somewhat (requiring use of leg muscles) and also using your legs to pull forward while the arms push from behind.
