Something to point out is that this isn't the first time Rioley got in trouble for smoking where he shouldn't. He was banned from a bar which does not allow smoking because he ignored their rule and did it anyways, then came back a little while later in protest.

It is entirely likely he thought his actions here were justified until he got backlash for it. I'd even wager he still thinks he's in the right but is only backtracking to save face.

After rewatching the video a few times, I've noticed something I didn't before. Around the 0:14 mark, after Rioley and the other guy start scuffling, some guy in a white T-shirt and black shorts comes up out of the background, and appears to throw a punch at someone offscreen around 0:19 – Rioley's so distracting that it's easy to miss in the background. The guy in blue who was originally attacked walks back onscreen from the same direction a few seconds later.

Walking up around 0:14:

I'm 99% certain that the apology post was from this person because he punched the guy in blue. The poster says "[he] took part in the confrontation when it didn't affect [him], and [he] ended up hurting someone innocent. [He] didn't know the full story and made judgments based on that." I'll bet any amount that this guy rushed in at the time to play the white knight defending an innocent transwoman, attacked the guy in blue for being the aggressor, and apologized when he found out afterward who the real aggressor was, either because someone else present at the scene told him or because he saw what actually happened when the video went viral.
