The non-Orthodox will take anyone, because they don't have any standards. As to the Orthodox, even though they'll tell you that Judaism is quite strict on conversions, in practice you can always find a local Chabad/liberal modox rabbi that will do it even for clear mental cases. They inevitably run up against a wall when they try to join an established community later.
This is the mental illness side showing itself. From what I have observed, very few of these people know the nuanced facial features between male and female. Fillers and fat dissolvers would do more for their face than poorly applied makeup or a wig and boobs. Hell, even a brow threading would be an improvement for some of these specimens. All estrogen does in a troon for the facial area is reduce body hair, it doesn't turn you into fuckin Cinderella.
