What do you think what happens if Ukraine would win??, they get the bill for all the foreign aid and have no say no more about their own nation whatsoever. Blackrock has already bought farmland and gasfields in Ukraine so they are fucked anyhow but at least with Russia there is a chance of independence in the near future.

Yes, because that's not a tactical play. The tactical level is what your troops need right now at the ground.
If your troops are getting beat at the tactical level and you bomb a capital, you certainly accomplished something but your guys are still getting killed and you're doing fuck all about it.
