Because they want the eastern section of the country, and they don't want to deal with an occupation of the western half. They also don't want the western half to have nothing to lose, because then a negotiated settlement becomes harder because you don't have as much leverage. They might do that eventually though, all depends how desperate they become. I would think that a campaign like that would deliver the sharpest possible impact during winter.
