It's probably worth a small claims court suit. It's a small enough amount they're unlikely to show and scam operations do business so promiscuously there's probably general jurisdiction, while still not being enough to motivate them to actually show up. It can be a little tricky actually collecting on such a thing. He's a gacha player though so probably a retard of some sort.
