I'm unsure if this outage is the result of their doing. However, @Nykysnottrans pointed out possible connections between Liz Fong-Jones with threats to DDoS ISPs that the Kiwifarms is on. I believe that is a threat to damage a computer which is a crime under 18 U.S.C. 1030(a)(7)(A). PATRIOT Act makes the impairment to the integrity or availability of data, a program, a system, or information a part of the definition of 'damage'.
We know that Liz will do everything outside of the law to shut down this forum, including illegal activity. Liz is outside of the US but is attack a US based website owned and operated by a US citizen. That means that this is Fed jurisdiction, most likely the FBI. And if there is one thing the Feds want, it's an easy win when pursuing a criminal case. If we can provide evidence of every single federal criminal offence that Liz is doing, someone is going to have to look at. The more thorough our evidence is, the better chance of them pursuing the case. And even if they decline to pursue the case, somewhere in the FBI database is going to be a file on the allegations of Liz Fong-Jones's criminal behavior towards Kiwifarms.

Crystal Coomer did a good rundown of what torrenting entails once you know you need to torrent something, but in even broader simpler strokes, "torrent" is the file transmission method, much like a direct download is the typical file transmission method over http which we're all familiar with, whether we know it or not. So a torrenting is just different way to transfer files. That's it.
The file which the torrent file itself points to can be anything, all the torrent file itself does is tell your torrent client what to look for and where to look for it. I suspect the forum would be put into some kind of archive, or possibly multiple archives, so zip, rar, 7z, tar, and so forth. Assuming the torrent stays seeded the files it points to and downloads when fed to a torrent client is something you can open (or can download something to open), there'd be no issues downloading and unpacking the archive.
Whether you could do anything meaningful with the contents of that archive is a different matter entirely but I'm sure Null will provide some form of readme.

If I had to guess the worst case scenario is Zayo or another tier 1 is strong arming other tier 1s with threats of stopping peering if they refuse to play along. If that’s the case the internet would be well and truly fucked and I hope they do stop peering so we end up fracturing into 15 internets. Maybe the normies will give a fuck then. This is just the beginning of network balkanization.
To end on a positive note it may be becoming more difficult for me to look at the farms, but soon Dong Long Gone won’t be able to look at anything.

Tens of thousands of websites get DDoSed every day and it's only when critical services are affected that there is a law enforcement response. Law enforcement couldn't investigate the smaller ones even if they wanted to. They don't have infinite resources.
