To me it have always been interconnected with Telephony. You had to have a phoneline to use DSL ISDN and modems. Now they are shutting the whole phone system down, because they have build high speed data lines and data centers to replace it. It should be as straight forward as for example changing over from analog to digital tv signals. Because it's a direct replacement for something that existed previously. There is no need to complicate it.
