Also, Lyft is the official taxi partner of SXSW, not Uber. A ride from the Convention Center to the Hyatt costs $5 or less, not $15.

Considering some things can live and die on the back of being one or two minutes from the centre of a festival if you're 20 minutes out you're in the "What the fuck do we dump in this space so we can retain it for festival use?" box. SXSW probably has the building on retainer for future expansion and just uses it every now and then to decant possibly problematic panels away from the normies.

SXSW, and Harper, wanted to tell Brianna to fuck off and die but couldn't do it out loud.

Lyft and Uber don't work that way. The system gives you a quote. The driver takes you there, and you pay Lyft/Uber.
