I was wondering why they were panicking about the damn checkmark but the main theory is that the majority of them obtained it via paying Twitter staff big bucks or via nepotism, Twitter had a pseudo black market for the badge that Elon just killed , that is why you sometimes see weird 0 follower accounts that had the badge or literal nobodies like Gazi kodzo with it
