Getting legally married in a foreign country is difficult. I don't follow Chantal but the vibe I get is that if she had actually pulled off the necessary planning and done the paperwork you'd all be hearing about it. Specifically, Kuwait requires a certificate of non-impediment to marriage, which Canada (and the US) do not issue. It seems like there might be workarounds but it's not simple. I don't think they're legally married.
