It does not mean no aid to Ukraine, it just means a reduction in the quality and quantity of aid. It's not that hard of a concept to figure out. Any attempts at passing more billion dollar packages will be met with extreme distrust from the public.

The Ukrainians are fighting a defensive war against an enemy state that has racked up more war crimes than anyone since the IJA. Russia is totally isolated because of this insane war of aggression and I don't understand why they're doing it.

India and China have both sent "humanitarian aid" and continue to call for the territorial integrity of Ukraine.

Did you ever consider China might decide to take advantage of Russia's weakness and decide to renegotiate their unequal treaty? Vladivostok sounds much nicer as Haishenwai in my humble opinion.
