Well, sure, but it's hundreds of miles away in a completely different direction. The Dnieper is east of the Danube but I don't think the Romans considered anyone in Germania civilized.Armenia was also a client kingdom and Mesopotamia was fought over with the Persians and if you have eyes, you can see that they're east of the Dnieper, so he's wrong.
Really, the direct influence of Roman civilization stops at the Jireček Line. East of that, the culture was thoroughly Hellenized and so Roman culture and the Latin language never made any significant inroads there. Greek culture and language were still the most prestigious during the period.
Once the Western Empire fell, Justinian was the last native Latin-speaking emperor and the rest were all Greeks.
