I like to use a metric when judging whether or not an explanation for an action is forgivable. It's if I have an expectation that anybody in that situation would potentially do whatever action which followed.

For instance, if somebody's parent died, I would excuse them not going to work because I'd have an expectation that anyone with a major death in the family would not work immediately following that event.

However, under no circumstances would I ever expect nor predict every person rejected for a purely cosmetic surgery to randomly attack me because I asked them to not smoke in a non-smoking area. And even if that was an excuse I could feasibly buy, I wouldn't fall for it since this isn't the first time it happened.

This is accurate to the name of the regulation, but it's not what Ripley's talking about. The Red Flags Rule says that covered organizations have to figure out a way to catch suspicious activity that may indicate identity theft, up to and including someone calling and saying "FYI someone stole my stuff and I'm at risk for identity theft, please note that in my file."

What Ripley means is that most electronic health records have a way to "flag," "tag," or otherwise pin a short note to a chart in an eye-catching way that only gets used for important meta-information like identity theft, at risk from a stalker/abuser, tendency to AMA, predilection for physical violence or just having to have Security called on them a lot.

I don't know if the "red flag" he's talking about is because Ripley is a tall guy who can yell loudly when he has a flailing freakout and he did it to staff a few times, so now his chart flashes a note about being a Violence Risk when you first open it.
