You do not get special protection for breaking a law in a foreign country. This is completely irrelevant to under or over the table deals that a person might agree to. Again why wouldn't you want to recruit from the prison population, even if you eliminate any and all felonies (which realistically would be the last people to be considered) they only make up a little under half of the prison population, at least in the us. Especially before or immediately starting a deployment when you realistically don't know what the casualty rate will be.
Also using the word scouting is rather misleading as it implies prisoners being actively sought after, it's more to do with a change in recruitment standards. Basically expanding the pool of bodies to draw from.
I'm not at all denying that Russia is using prisoners in the frontline. My issue is simply with people pretending this is some horrific, never before seen a front to common decency when not only is this something has has been done both historically and in recent times by other countries but also it's not the worst pool you could be drawing people from.
As for "evidence" i don't have a convenient video to supply to you, however if you bother talking with veterans from those conflicts (you could even probably find a few on youtube) they're not shy about mentioning whatever Jailbirds were active in their unit.

The second Putin pulled that annexation bullshit this entire narrative was destroyed.
