Exactly, and even maxi skirts are usually several panels sewn together so good luck with getting pattern pieces cut that don’t have a seam running through them.
If I was trying to take a skirt and make it have a wider waist circumference, I would probably buy two, take the waistband off one, insert however many panels from the second one I needed, and make a new waistband out of the remaining panels. That’s the simplest I can think of. Altering things smaller can be a nightmare too, you can’t just sew a line up the sides of pants or skirts, or the waistband will be funky and look like shit.
When I buy something that’s too big and decide to make it smaller, I know I’m basically taking the garment completely apart into its components and making it again. You can’t just take two t-shirts, cut them up the middle and sew it together. Her idiotic fantasy would result in this-
