An age of Piracy would work rather well for a "golden era" setting since while yes, the pirates cause a lot of trouble and suffering for local systems and possibly sectors and regions, it is still kept somewhat in check. The Chiss being a major Pirate Republic at the time would not be a bad nod and wink to Thrawn, but make the known pirates from the Ascendancy a different character and style than him. Just writing a Thrawn expy would be lame. They wouldn't be the main pirate lord, but part of a band of say nine worst pirate lords who near the climax bond together to essentially push back against the Republic and tell them to fuck off.
I actually had no thoughts on where the Pirate Lord came from, but I figure they likely came from somewhere near the sticks. Not Tatooine because god knows that planet gets used way too much as it is. But something similarly from the Outer Rim. Near-Human or a non-Hutt alien of any sort with the right placing and mood would be ideal, since too many humans in a setting with a load of aliens.
I'd probably have Bounty Hunting as a profession prior to this due to earlier eras still having criminals and radicals that need to be "brought to justice" so to speak, but it rising more and more as a profession during that period would be a neat idea. Especially since as the Pirate Lords reach their worst, they flood in numbers to protect businesses and important folk, and many of them want to make a name by bagging one of the Nine.
A corrupt puritanical sect of Jedi with elements of Dark Side abuse would be a fun secondary issue the Jedi have to face. Especially since on the surface, I'd have them initially simply be in monasteries far away from any of the main sources of civilization. The force flows through them, but people interfere with that in their mind and they just desire this inner peace of oneness with it, alone and enlightened. It's as their leader goes full B'omarr/Cenobite ascetic where things go horridly wrong.
Oh, and one last idea that is oozing into my brain. A tertiary issue? Possibly have the rise of the big Corporations run by aliens that further agitate the pro-humanity faction as shit goes down. Maybe have it be partially due to the rampant piracy, and due to the slightest whispers of Sith bullshit.
But at the end of the day, do not pull out Sith except in the rarest of circumstances... which would never happen because yOu NeEd To InClUdE tHeM.
that sounds like a fun & interesting setting - so Disney won't be doing that.
Maybe have something go wrong in Hyperspace that restrict's the republics ability to respond.
You could even enhance the setting by framing it as "Of course the republic talks about a thousand years of peace of and prosperity - for the Core Worlds, it was" and drive home just how much of a backwater planets like Tattoonie are - there's this entire series of campaigns, this protracted war, that doesn't even rate as important enough for Coruscant history books.
I think the right way to so the Sith things is you have increasing evidence there are sith on the prowl. Make it look like the Pirate King (or his advisor) is Sith - important battles turn to the pirates on events that could only be the work of the force. Then during the big show down with the Jedi, he doesn't use any force abilities just low-cunning.
The Sith Lord was a minor character, using their powers to sow disorder and making the Pirate King look like the Sith to distract the Jedi while his real plan was being put into place.
