He has been raised in a religious, totalitarian state his entire life as has generations of his family and peers. No it's because he's a Syrian citizen, and not a Kuwaiti Citizen, he's probably living on a dependant resident permit which are renewable every 5 years and allows you to leave Kuwait for up to 6 months at a time.
