Up until 2000 the average cost to put a kilo into space was $20,000. SpaceX's Falcon Heavy does it for $1,400. They more or less ate the market share of other players competing for the same money, which while it's very often from the government, has a choice between competing providers because it is acting like a market participant just like a private contractor would.
No, blacks haven't kept us from going to Mars. Mars is a really hard objective to achieve with the chemical rockets we use, basically because adding more fuel to those already enormous rockets gives diminishing returns with the more weight you add. You couldn't build a chemical rocket large enough to take even a small crew and cargo on a multi year trip to Mars without doing something like refueling in orbit which has never been done before and would be very costly and logistically challenging.
