Problem is if that was the case I imagine Kanye, by now in his life, would have established some ties and be on a first-name basis with people who are actually professionally involved with politics- maybe not elected office but campaign managers and shit and thus they would be able to give him legitimate advice- ex. reporting financial contributions for your campaign to a public affairs commitee, registering as a presidential candidate, etc.
