Because of this, he has a tendency to exaggerate his few accomplishments (such as his ability to recite the Gettysburg Address) in order to impress people.
He likes to achieve the greatest level of authority possible with the least amount of effort and then exploit that authority for attention. For example, he tried to tell the Red Cross that he had previously held an administrative position with the organization. When they checked his claim, they found out he'd only volunteered. He's now banned him from even volunteering. For the record, the Red Cross hires convicted felons, so he must have pitched quite the tantrum.
He met his ex-wife through an ad in the newspaper.
Not unrelated, his longest job was delivering the local paper for ten years. He was a paperboy from his teens to well in his twenties.
He gets pretty salty when the psychologist misidentifies his fake Ph.D. for a psych degree and not a religious philosophy degree. Likewise when the shrink suggests that his credentials are not valid and that none of his diplomas are from accredited schools.
We get a brief rambling history of the internet as he tries to explain that the Universal Life Church is a real church.
Mostly he just wants to use the psych eval to prove that he's not stupid because his tested IQ is 91. Oh, honey. That's not how IQ tests work. 100 is not a perfect score; 91 doesn't mean you got an A-.

I think when Bob talks about his levels, he is ignoring the decimal place. If you put one in, you get numbers like 14.1 and 36.5, which while still bloody high, are much more reasonable. I doubt you would be even conscious with a sugar level in the hundreds.
