Estrogen's target cells are found in both male and female bodies but only truly perform their function in a female body. Estrogen in the male body exists in small quantities and is promptly converted into testosterone to perform the functions it was meant for in the targer cells of the male body. Conversely, the female body also has a small amount of testosterone that is required for a handful of functions and is promptly converted into estrogens. Said conversions are done by the liver under orders from the hypothalamus, which knows the sex this body is even if the brain cortex is led to believe otherwise

Each type of hormone can perform some functions but are only at home with their respective sexes as each has the gonads that respond to them separately.

Kevin wishes that estrogen was actually working, it barely manages to give him toobs before his liver promptly shuts it down and keeps him as a male

Yes, most cells have receptors for hormones because hormones are long distance communication throughout the body. The thing is, they don't infuse the cells or anything. The molecule goes to the receptor, is taken in, and the message tells the cell what to do while the hormone is broken down to be recycled/trashed.
That's why once they stop hormones things eventually revert back to the base sex (barring permanent structural changes like tube boobs or ftm vocal cord alteration. Also any tumors that were caused will stay lol).

Their "theory", from what I have gleaned from many troons, is basically that every cell in your body has a state corresponding to your gender controlled by your hormones that started with puberty, so if you stop T and inject a bunch of E, all the cells will flip over to female, once this reaches critical mass your body is now female and starts readjusting itself to be female even though this has never happened for anyone ever. (And nobody seems to ever explain why we would think this should happen at all.) Some, like Jake Alley (my favorite but not the only one), believe this will cause your genitals to stop being "inside out" at some point even though this has never happened for anyone ever, they regard surgeries as merely "correcting" some minor mistakes. This isn't a falsifiable hypothesis (even though, again, it's never happened for anyone ever) because the premises aren't true in the first place lol
