That'll do two things: it'll immediately cut down on all the larpers who don't have a GRC, and furthermore, give something concrete for GC types to lobby against. Sturgeon is currently pushing through a self-ID GRC law, due to be voted on Dec 23rd, that says anyone can apply and receive a GRC after 3 months of "living as their gender". It's on a direct collision course with the Equality Act 2010, which applies to the whole of the UK, and Sturgeon can't alter that. Westminster will have to intervene, I would think.
It could get messy.
Edited to add: for those unaware, Scotland and England have separate legal systems, but some acts of Parliament (Westminster) are reserved matters, and apply to the whole of the UK. Sturgeon can't fuck with reserved matters.

I think a good way to challenge this would be to argue whether the rule carries over onto other mammals. If I promise to sell you a thoroughbred stallion, am I legally allowed to them pump a mare full of testosterone and give it to you instead along with a GRC I've written up, because it has changed sex now?
