Can you imagine if the Habeas Corpus was an inalienable right and that if there was no necessary and proper clause, so that the government was only granted powers explicitly written in the constitution?

Senators Bill Hagerty and Joe Manchin will propose to raise the tax reporting threshold to $10,000 from $600 for Venmo, Paypal.

This is for the threshold for Form 1099-K.

Before 2022, taxpayers received 1099-Ks with more than 200 transactions worth an aggregate above $20,000. But the American Rescue Plan Act of 2021 dropped the threshold to just $600. Currently, even a single transaction of more than $600 may trigger the form.
The IRS said it is delaying a controversial requirement by one year that would have led to more online sellers and gig workers having income reported to the nation's tax agency.

The rule change would have required payment platforms such as Venmo, Paypal or Cash App to send tax forms called 1099-Ks to anyone receiving over $600. Previously, such payment services only had to report users' income to the Internal Revenue Service if they had more than 200 transactions, exceeding $20,000 in revenue.

Online selling platforms including eBay, Etsy and Poshmark had pushed back hard against the proposal to lower the reporting limit to $600, claiming it would create confusion and make it harder for sellers to earn a living. Meanwhile, Republican members of Congress said the plan was an example of government overreach that would ensnare people using apps to pay friends and family.

"The IRS and Treasury heard a number of concerns" about the changes, acting IRS Commissioner Doug O'Donnell said in a Friday statement. "To help smooth the transition and ensure clarity for taxpayers, tax professionals and industry, the IRS will delay implementation" of the new rule, the statement said.

"The additional time will help reduce confusion during the upcoming 2023 tax filing season and provide more time for taxpayers to prepare and understand the new reporting requirements," he added.

Transfer more than $20,000? You'll still get a form.
Even though the delay means that people during the 2023 tax season will only get tax forms if they meet the earlier guidelines of receiving more than $20,000 in payments and making more than 200 transactions in a year, anyone who makes a profit from any sort of income is legally required to pay tax on that money.

That means even if people don't receive a tax form, they are still required to report the income and pay tax on it. However, the IRS underscored that personal transactions, such as repaying a friend for a shared meal, aren't meant to be tracked by the now-delayed rule on reporting $600 in side-gig income.

"The law is not intended to track personal transactions such as sharing the cost of a car ride or meal, birthday or holiday gifts, or paying a family member or another for a household bill," the IRS emphasized Friday.

Some tax professionals had also warned that people who used apps for business as well as personal transactions could be confused by amounts reported on the new forms and potentially wind up paying more than they would need to in taxes — or have to spend hours untangling their finances to determine what was business income and what wasn't.

It's also likely that many online sellers who sell only small amounts as a hobby aren't keeping track of their actual income and expenses related to their online endeavors, experts say.

This is from last year so this new $3 million looks like an increase in the budget for the bees. The big thing is really just "planting wildflowers" along with changing mowing strategies. This is genuinely a silly thing to get upset about.


Ladybird Johnson was celebrated for the Highway Beautification Act and similar efforts which resulted in bluebonnets being planted en masse in Texas along with wildflowers being planted along highways across the country. Because it's simply a nice thing to be doing. This business with the bees has a similar effect and should be appreciated as such.

Infrastructure bill is a win for bees and butterflies, including monarchs

PORTLAND, Ore.; Monday, November 15, 2021---Today president Biden signed the $1 trillion bipartisan Infrastructure Investment and Jobs Act. The Infrastructure act includes funding for roads and bridges, transit and rail, airports, ports and waterways, electric vehicles, broadband, the electricity grid and more. It also contains funding for pollinators.

Funding through the act will help make roadsides more pollinator friendly. The act authorizes the U.S. Department of Transportation to make $2 million in grants each year over the next five years for states ($10 million total), Native American tribes, and federal agencies to carry out activities that benefit pollinators and monarch butterflies along the roads and highways they oversee. This would include planting native flowers, adopting pollinator-friendly land management practices, and removing non-native vegetation.

Specifically, grants would provide funding to:

  • Planting or seeding locally appropriate native wildflowers and grasses, including milkweed and other host plants for butterfly larvae, on roadsides and highway rights of way to enhance pollinator habitat;
  • Change mowing strategies to promote early successional vegetation (flowers and grasses) and limit disturbance during periods of highest use by target pollinator species;
  • Remove nonnative grasses from planting and seeding mixes; and
  • Implement integrated vegetation management plans.
“Pollinators are critical to our food supply as well as to the health of ecosystems, and studies show they are worth $34 billion a year to the US economy,” said Scott Black, Executive Director of the Xerces Society for Invertebrate Conservation. “The Infrastructure Investment and Jobs Act will provide needed funding to protect and manage habitat for these vital animals across thousands of miles of roadsides.”

Wild pollinators such as the monarch butterfly and a number of bumble bee species are in decline. Studies show that many native wild bee species are at risk of extinction, including over 25% of North American bumble bees. Monarch butterfly populations have declined by over 80% in the eastern U.S. and over 99.9% in the western states. Recently, the U.S. Fish and Wildlife Service found that the monarch butterfly met the criteria for being listed as threatened under the U.S. Endangered Species Act.

With more than 10 million acres of land along roadsides in the U.S. alone, transportation rights-of-way are a significant, yet often overlooked resource for pollinator conservation. Roadsides can benefit pollinators by providing flowers for collecting pollen and nectar; places to breed, nest, and overwinter; and may act as corridors, linking patches of fragmented habitat. In landscapes that have been highly altered, roadsides are some of the last remaining habitat for pollinators.

“Providing funding for roadside pollinator habitat can help bees, monarch butterflies and other flower visitors,” said Sarina Jepsen, Director of the Endangered Species program at the Xerces Society. “The good news is that transportation agencies can adjust practices to help pollinators without compromising safety or other primary objectives.”

The language in the Infrastructure Act was originally introduced as the Monarch and Pollinator Highway Act of 2021 by Senator Jeff Merkley of Oregon and by Representatives Jimmy Panetta and Salud Carbajal of California.

It's hard to appreciate such a measure when its being bundled in an omnibus bill packed with so much pork you can get diabetes just by reading it.
