So, to recap:

Ralph has no intention on visiting Harry or seeing him ever again. Given other texts it seems like Ralph was already avoiding his future in-laws every chance he could even before all the drama started. Ralph also has no intention of letting Harry see Rozy ever again. Ralph may have been willing to let May go up to Rochester by herself in the past, but given what's happened I doubt he'll let her go back.

All signs are pointing to Ralph never letting May see her family again. Whether he's made this a hard rule of their relationship or not is irrelevant. The only way May would be able to see her family now would be if Ralph agreed to let her go back to Rochester by herself (doubtful) while Ralph looked after Rozy by himself for several days (not a chance in hell).

Damn is it gonna suck when there's another funeral or a marriage in the Morris family and May will have to stay behind in a mold-infested concrete Mexican shitbox thousands of miles away. All because her dad accidentally threw away a gaudy toy for her fiance's make-believe. Sad!
