OSX has dedicated screenshot key-combos and Preview (the default picture app on OSX) is easy to crop things in.

With windows pre-windows 10 the biggest issue was a place to paste the image data that printscreen takes when you press it (or alt+printscreen to capture just the selected window). Paint actually does work, but it's clunky compared to more specialized programs like irfanview.
