This does break CP laws in the US, or at least Washington State, and there has been a case where someone was convicted for producing similar materials.
One of the tags has the anglo spelling of honor though, so it's likely that the author is in one of the CANZUK countries. I have little knowledge of most laws within that sphere, so I can't determine if it's kosher or not.
Some of you might know this, but in the Dark Souls fandom there was a bit of the trans discourse going on around Gwyndolin, one of the bosses you can fight. Gwyndolin was raised a girl because he was associated with moon magic, and as a result, Gwyndolin resented it so much he called himself 'The Dark Sun'. This has caused troons to pull a Bridget with him, saying he is actually a girl or that he uses different pronouns. Dark Souls is a universe where you can change your sex and gender roles are bent all the time - virtually all of the prominent characters have long, flowing hair - so there shouldn't be a need for such political bullshit, right?
Nope. Here is a medical doctor - who was a resident when she wrote this - telling people they are 'queerphobic jackasses' if they tell her she's wrong, and that her works are a TERF free zone. She had a tumblr, but deleted them all several years ago.
Additional Notes: As stated in the character tags, the version of Gwyndolin portrayed in this story is genderfluid and uses he/his pronouns in the present, but he also utilizes she/her pronouns when describing his childhood self as a way to separate his present state from his childhood trauma and abuse. This compartmentalization is in no way, shape, or form meant to imply that his trauma stems from femininity. This is a femmephobia-free and TERF-free zone.

“ Of course I would.” It was silly, really, to think that Gwyndolin would ever deny Lorian the right to label himself--not after his own childhood, and not after his own personal dysphoria when it came to his own gender--but Lorian’s anxiety was real, and Gwyndolin’s stomach squeezed as he pondered its root. “ Dost thou see thyself as a woman, then? Or something outside of the human duality?”
Lorian had stiffened just before Gwyndolin had begun to speak (almost, the god noted sorrowfully, as if he was bracing himself for a blow ), but he seemed...almost stunned, at Gwyndolin’s easy and casual acceptance of his confession, and the elder prince seemed to fold in on himself in relief, emitting a sound that was halfway between an exhale and a chuckle.
“ No, not a woman, but also...not a man.” Lorian made a noise of distress, and Gwyndolin was quick to shush him, rubbing his manicured fingers soothingly over the crown of his head before they returned to organizing his hair. “ It is...it is very hard to explain.”
“ Just do thy best. We have nowhere pressing to go.”
“...thank you, Gwyndolin. Thank you. ” This time, Lorian’s laugh sounded genuinely happy, and he loosened his arms and slid himself ever so slightly down the body of his beloved. “ I suppose it starts with Lothric.”

This isn't the first time she has done this. She has made other snippy comments towards Dark Souls fans wondering why she's using such obvious propaganda in a world where it doesn't matter. In terms of Ye Olde English, Dark Souls uses more of a Shakespearean variety, because Old English doesn't just use thee and thou or thine, it's an entire different language where nouns, adverbs and descriptors are changed. Not all characters use it either.
She also used Sekiro characters, which, while made by Miyazaki, are tied more to an alternate version of our world. This would basically mean Feudal Japan is connected to Soulsborne worlds, which is just...yeah, it's out there. It can be done, but with better care.

And also how there's 25 damn chapters planned for it. I'm curious as to what the comments would be, maybe (hopefully) it's people coming in to tell them that this shit isn't okay. However, I kind of doubt that going by the previous numbers and ao3's aversion to criticism. Also, I don't want to get put on a watchlist for checking it myself. I haven't seen and do not wish to see such material, just the description of it is sickening, but it is possible that if it lacked "artistic merit" of any sort, that a conviction under obscenity laws could conceivably be constitutional. AO3 is really bad when it comes to that kind of content. Having an "Underage" content tag only encourages people to post this. Fanfiction.net is arguably worse when it comes to people posting CP in stories.
What in the world would drive someone to make this kind of fanfic? Then again, with the way Fire Emblem has gone in the newer games, stuff like this was inevitable:
