This is damage control. He first pretended like it didn't happen, then said he was just scratching his leg and now he's admitting it.

Yknow, a few years back Pewdiepie was doing a playthrough and he accidentally clicked on a porn tab he'd left open. Not nearly as bad as spanking it live, but it still made a few viewers laugh at him. But he didn't freak out like Phil is, he was just like "yeah I clicked on it and thought it was funny so I didn't edit it out" and because he's generally a pretty nice guy people got their laughs and continued on watching him. The reason this is ruining Phil is because he completely lacks any charisma and it was a perfect example of just how disheveled he's become.
