I had a low functioning Aspergers cousin and he will never be able to live properly on his own he will always need adult supervision / guidance.
I think the best case would be to get Julie on ODSP (both for the aid with money and they have many programs that could help her / employment options...these should be required or at least highly encouraged to be used ), get rid of michael and deal with him, he shouldn't be on ODSP.
and have Julie signed up by herself or someone who can offer guidance. she will have to want to make the change for the better by herself. if she can't hold a part time job even....there are other things you can do to help. voulenteer work is always needed and you can help out as little as you want.
the person choosen as the guardian will perodically check to make sure her living space is tidy.
they will assist in regard to rent, and money management.
I personally believe all things consider she shouldn't be allowed to make the choice to be beaten like she is... it's not healthly and it's damaging her body, the effects are (probably) deep and longer term and will show up in time.
Michael's past brings up real concern about him now practicing his blood lust.
Julie may be a bit crazy, well a lot crazy, but I think in this case she actually could really use this help.
Diet and how you present yourself is important too.
But thats just my optimistic look on things.
Odds are she'll get angry at my suggestions.

If you really are limited in your capacity you should accept it and adapt. do what you can, where you can....be a good person if you are accepting ODSP...nothing is owed to you....have grace and dignity....create a support net for the various fields of life you need help in...like she said....she's an adult.....she needs to deal with life and where she fits in to the social picture.
There are tons of places around London that will offer help and do anything they can to help people with all sorts of mental problems, and to be honest shes got one....there's LEADS downtown london....they handle all types of aspects for helping ones life be on track... I personally have a wonderful friend who works there....sweetest person.

Am I the only one that doesn't think Julie is crazy in a 
sense? She obviously has issues, but I see no reason why she couldn't hold down a job stocking shelves or something. She's stupid, lazy, and lonely and she acts like a whore because it's the only way she gets attention, but none is that is so grievous she can't work like a normal person.

PSS (Edited). I don't actually care about Julie it's just these scenerios have my attention because of a family member who has the mind of a 6 year old (but is 35 give or take I'm not too close), it's really bad.

I really don't think there's much that could help her anymore, barring some tragic event that shocks her back to reality. She's gotten away with too much for too long and has developed a pattern of abusing any kind of help she can get. Unless something truly awful happens, like Grandma dying or Mike seriously hurting her, like within an inch of her life, I don't think she is any more capable of getting better than Chris-chan is.
And even if Mike really hurt her, unless that meant mandatory counseling I think she would just use the story for more asspats.

Man, her vitriol, spelling, word choice, all of it really takes me back to my school days of being surrounded by barely-literate white trash with nothing better to do than brew drama over the tiniest slights.
It's not so different in America's Hat after all.
