People were freaking out about a "sugar shortage," but said shortage came from babushkas panic buying sugar after reading western articles to make jam and moonshine for trade. The moment the Russian government required buying limits on sugar, all of a sudden you had babushkas realizing that the breadlines weren't coming back and they'd now bought a bunch of sugar that they couldn't actually use. Said babushkas then tried to return their massive hauls of sugar back to the stores and the stores told them to fuck off.
