It varies by province. (And coverage is based on the province where you live, not the province where the surgery is provided.)

In Ontario it was covered until 1998, when it was delisted by OHIP. It was reinstated in 2008.

Out of curiosity I looked into the AHS's coverage of tranny surgeries. It seems rather comprehensive.

The fact that he was seemingly in a good mood in the time leading up to his death is not unusual for people who have decided to commit suicide. See Irish Times Alert on 'cocoon' of calm ahead of suicide [archive] saying "People contemplating suicide often enter a period of calm immediately before the event, causing friends and family to misread the symptoms, a leading GP has warned."

I don't know whether or not it was a suicide and it seems that it is inconclusive, though I wouldn't blame him if he did after what he went through.
