Tony says Sapir was talking about "Finland, Norway, and the UK" but I suspect Sapir was actually talking about Sweden rather than Norway, as Sweden has published a clear national policy on medical treatment for trans-identifying young people. As well, it's likely that Sapir was talking specifically about England, as the Cass Review applies to NHS England (though the health services in the other three nations are expected to follow suit).

As Tony was once a rabid New Atheist, I expect he'll be pleased when I say that Tony is technically correct. Finland, Sweden and England have not banned these treatments because that's not how our health systems work.

Instead, all three have conducted inquiries and found that it is not appropriate to give children puberty blockers and cross-sex hormones as the typical treatment. There is some leeway for "exceptional" cases, which in England means that children put on these treatments be enrolled in a formal research programme. The first-line treatment in all three is now psychotherapy, which I guess Tony would call "conversion therapy".
