From my view, most of the west has barely converted any of their industries to war economy as their not in a war. Its a piece by piece commitment to a proxy war, mostly from existing stocks. The EU is busy with having to convert parts of their energy dependence to domestic and other international supplies. ( LNG, wind power, nuclear power )
