Will they lead to nukes? No. Can they lead to nukes? Potentially. Specifically, if Ukraine goes whole hog and suddenly uses American armor, powered by american expertise and american supply lines that now reach all the way over to Russia, to drive straight for Moscow in a legendary breakthrough. If those vehicles cross into Russia, there will be a very threatened, very angry, very vulnerable Russia who could do something stupid. Its not very likely though.

As for ending the war, I haven't paid much attention to the conflict these last couple months - Do we even have concrete demands from Russia? All I've heard is there's not even been entertainment of peace talks, much less public hard line terms. In theory its easy to end the war, but that would almost certainly involve conceding portions of Ukraine, and would just be a repeat of WW1 - Partial conquest does not give Russia what it really wants, which is control back over the Cold War chokepoints they relied on to have Moscow feel safe from Europe. All it would do is give Russia time to learn from the issues of this war, take their now fully mobilized wartime economy, and apply those lessons to practical equipment changes. That is not an outcome that goes well for anyone, to be honest.

There's more ways to do reprisal against whoever sent the device than destroying or capturing the device, which should be done, anyhow. After we find out what it is, we could expel diplomats, recall diplomats, yank student visas and work visas and expel select people, put a travel restriction on people going to and from the region that sent it, pass legislation limiting the offender nation's ability to "invest" in the country, put up sanctions, punitive tariffs, etc. "Let whoever did this punk us and do nothing at all because we don't want to make them even more mad" makes us sound like some chump kid with no family and friends and school support letting some bully take the lunch money because he or she has no other options.

I think this could just be some sort of test to see what America's Bitch Level is and right now it looks Over 9000.

Extra actions would probably be overkill - Destroying it immediately, with a public statement of "Please be more careful with your balloons, but we appreciate the target practice" would get plenty of message across.

Its less about not making others mad, and more that you don't want to be known for overreacting on the global stage, otherwise people will start ignoring or underestimating your actual threats - See North Korea.
