The actual requests to Kiev/Moscow were done via the Director of the CIA, William Burns. This information has been leaked by top German govt. figures who are apparently salty that the USA embarrassed them on the leopard tank fiasco.

On the other side would be Secretary of State Antony Blinken and Secretary of Defense Lloyd Austin. They did not want to let Russia get away with destroying the rule-based peace order and called for massive military support for Ukraine.

According to the two German sources, after Burns failed with his diplomatic mission in Kyiv and Moscow, President Biden decided to give in to the German Chancellor's urging and authorize the delivery of main battle tanks to Abrams. Originally, Biden wanted to leave it at a three-digit number of armored personnel carriers and other weapons. The main battle tanks should therefore have been supplied by the Europeans alone.

Russia has openly stated Moldova, Latvia, Poland, etc are next. If I remember right you linked to Peter Zeihan earlier so you should understand his theory behind why Russia is doing this, closing the gaps they can be invaded from. Which means they basically need control over like 13 countries with populations that cumulatively is larger than Russias.

I have heard Zeihan talk about this. I really don't believe it. You have to take into account that Russia legitimately saw a threat from the West and I don't think they do. Unless they are so paranoid it has made them stupid. Most of Europe's military capabilities were being downgraded. The Russians had no serious threats on their Western front. I would say they should be more concerned about the Chinese in the East. But whatever.

Finland and Sweden have been added to NATO and Russia isn't about to invade Finland. The other countries in Zehan's theory are 100% NATO members. It wouldn't be in Russia's best interest to screw with NATO countries. Especially since they can't even handle Ukraine. Zeihan also said that Ukraine has sent this Russian plan he talks about into a screeching halt.

If you look at Ukraine and Russia and Zeihan explains this in his videos and other lectures you can find on YouTube Russia is a pretty terrible country. Their economy isn't that great. Their soil isn't that great. Russian rivers all flow in the wrong direction and most of the country is frozen for most of year and when it thaws out it floods. On the other hand, Ukraine has some of the best soil in the world good river systems good weather or at least better than Russia's and they have an abundance of natural resources.

This isn't about NATO or any threat Russia from the West. This just bald-faced imperialism. Russia doesn't know any other way to make Russia great again other than to enslave their Eastern European neighbors. Will they get some kind of defensive buffer out of it? Yes, they will. But it's not the main reason they invaded. Putin wants to make a name for himself before he dies. He wanted to be the one take back Ukraine. But he has failed and hard. He will go down as the Russian leader who had 100,000 Russian men die for nothing.
