Yes, thats also part of it but I disagree with your first sentence. I wont TMI but making addicts feel more comfortable getting life saving treatments does make a huge difference. Thats why more harm reduction non-profits are popping up all over the country. (Well, the US, can't speak for anywhere else) Legal drugs that could be purchased at a pharmacy would be helpful and would cut down on the crime in terms of addicts stealing...however, I could see that having its own set of issues, would likely still cost the price of street drugs if not more (depending on insurance obviously, but even non-abusive legal drugs that people need to live cost an arm and a leg) and likely would only make a small dent in people OD-ing since quality controlled opiates are still just as dangerous. Which is why all we heard about a few years ago was Roxy and Oxy, and now that they made those "uncrushable" and cracked down on prescribing them, we have a rise in street fent. Which is just as deadly as RX fent. Another deadly one we hear much less about is Xanax and I theorize that if they ever get the opiates under control that will be the next epidemic.
Addiction isn't limited to just drugs...Look at Chantal. Her addiction didn't start with drugs, and drugs wont be what causes her health issues that will lead to her early death. Unless the addiction part is taken care of then the addict will just move on to the next thing that fills that void, be it drugs, food, sex, gambling, etc.
