Ironically, at this point, moving to anywhere in Europe would make Tony less able to get his son trooned out. Pretty much everywhere the puberty blocker buisness was first tried is backtracking hard.
Let's not oversell it. Europe is notable in that it's the only part of the Western world where several countries' health services have changed course, but there are lots of countries in Europe.
If Tony were to flee to Europe, though, his options are limited in practice (even leaving aside immigration requirements). AFAIK he and his son only speak English, so he'd probably want to go to the UK or Ireland, or maybe a country where people are highly proficient in English and willing to speak it in everday life, such as the Netherlands or perhaps Germany or Austria.
In the UK it's a mixed bag. England and Northern Ireland are obviously out, Wales and probably Scotland also out once the final Cass Review is published. Ireland has self-ID but famously relied on GIDs at the Tavistock to provide youth gender services.
The Netherlands would probably be his best bet; for all the talk of the (imagined!) rigours of the "Dutch protocol", in practice they're as bad as GIDs for waving people through. The situation in Germany isn't clear to me, and much is devolved to the states (Länder), but the federal government got in hot water last year for seeming to recommend puberty blockers for unsure children.
