That makes him a better informant. As you said, he films his crimes. He literally hands the feds all the evidence they need to put him away indefinitely. That is the meat deals are cut from. They can agree not to prosecute for X, Y, Z so long as he gives up information about some other more interesting (and less obvious) character they want to nail to the wall. He can't narc people out if he's spinning his wheels in prison, after all.
