I mean, at that point, why even bother having specific laws at all? If anything can get you punished by the authorities as long as somebody has enough of a fit over it, then legality is a pointless status. Everything is technically illegal.

There are a number of pretty easy ways of tracking who is looking at what threads (in most forums anyway), and you can just selectively apply word filters and do a process of elimination. It's probably more effort than anyone wants to go to though and short of extreme paranoia you're just going to spend all day eliminating throwaways.
That's exactly what R+S and FC always say, strangely enough.
