The balloon was probably a malfunction with it that dropped it into detection range. Doubt it was China trying to poke the bear since all it did was embolden opposition to their most useful asset here.
Not followed this thread for a while due to being busy so not entirely sure what about Harris was talked about.

On the balloon, it's a weakness and nobody likes that. Yet more damage piled on an admin which is lurching from crisis to crisis. But honestly, at this point nothing moves the needle. They hit rock bottom a while ago. To the point that polling aggregates had to delicately prune what polls they will use just to keep it above 40. So adding one more issue on the pile doesn't do anything anymore.
On Harris, yes? I mentioned this a fairly recently. The Establishment faction split into two, one side wants to get rid of Biden and put Harris in place but otherwise Trust the Plan the other side wants to keep Biden in to the end but then boot him, Harris, and everyone else, and then entrench themselves down so they can continue their plans across a longer timespan.

The problem is, you saw what started at the Trump administration. They attempted to hit the administrative team with investigations, basically giving them a choice, get away from Trump, or we'll keep the pressure on you and your family. This scared off anyone good to replace them. And left Ivanka (WEF Young Leaders Program) and Kushner (purely career minded) alone to advise him. He was virtually trapped in the Presidency. Looking back now, I'm amazed he got what he did done.
