Well, he's gotta take into account the relative (I don't know if this is the correct term) level of expenditure of both countries, which is to say, his 40K may buy him a similar lifestyle in France than the 200K may buy him in the US.
Which is why some people from other countries, when they can, work remotely for US companies and get paid their rates, but that rate goes a much longer way in their home countries. Tho I'm not talking about local branches of US companies, or things like callcenters in other countries (see: poo in loo), that pay the local rates anyway. You gotta be good enough that the US company to want to work with you directly from all the way out there.

I knew a guy doing that over in yurop and he was getting ass-rammed with taxes for earning that much. Another was doing it the crypto way exchanging his salary in dollars for buttcoin and then converting it to euros but eventually the yuropeen IRS (well, of that country) got his ass.

This scheme only works in third world countries with low taxes and shit tax enforcement, but then you have to deal with third world problems like shit infrastructure, shit sanitation, and incredibly high crime rates. Got a friend who moved to sao paolo and had to move again because despite living in a swanky apartment in a 20th floor the fuckers at the nearby favela would take potshots at that side of the building.
