Makes it sound like the mistake is on the parents and the doctor.
Which is not true at all.
They weren't thought to be boys at birth.
They were born male, and then experienced gender dysphoria, so everyone (hopefully) adapted so the kid wouldn't kill itself.

Had a bit of a research and the answer seems about what you expect- yes, there have been some hermaphrodites born (through mutation), however they never had both sets of genitalia being fully functional. There are zero recorded cases in medical or scientific records from what I could find.

It would be impossible for them to be both completely functional in the sense of being fertile, unless you had some bizarre and extremely unlikely chimeric thing (probably so unlikely it has never happened) with two sets of genes.
