Ontology is a section of philosophy that researches nature and structure of existence. If you want to give them some benefit of the doubt you could say that an ontologically evil being would define themselves as "I am therefore I'm evil", it would be a being that's defined by and inseparable from their evil.
Of course it's still gibberish until you supplement it with axiology to define evil.
If you don't want to give unearned benefit of the doubt, if someone is calling you ontologically evil they mean "It sounds smart therefore I sound smart when I say it and if I sound smart I probably am smart".
