The answer is, yes, some do, though they don't tend to have thick leg beards. The hairs that ARE there are often thick and black so they may feel the need to shave.

im white and i too have been accused of shaving my legs. but in my case it is because my leg hair is oddly very fine. legit from adistance it does look like my lower legs are hairless. it's weird since the rest of my body hair is nowhere near as fine as that.
