That is either a really bizarre lie, or he does not understand his medical condition.
In between "beats," the heart is refilling with the blood that will be pushed out on the next beat. The trouble with (for instance) atrial fibrillation and why it causes strokes is that a rapid and disorganized beat leads to incomplete filling and emptying, and the pooling from blood that isn't ejected can lead to clotting. "Rate control" means slowing the heart so it has time to refill fully, so each squeeze of the pump is ejecting more blood.
On the other hand, Dave thinks his heart needs to be pumping faster, so it can have an even worse diastolic fill between squeezes, and this will reduce the risk of a clot. Which is... OK, no, I figured it out.
Dave refuses to learn anything about real-world physiology because that's what his dad would want, the shitlord.
