Unironically, society needs to bring back community justice as a common thing. Just a clarification. College in the UK is roughly equivalent to junior and senior years in the USA.

If he was excluded, it's probable he was allowed to attend college earlier to access a less structured yet more supportive environment, e.g. for appointments/therapy.
