Former; but a better bet for handling zoosadists currently in uniform is to contact their local (if duty station is known) provost marshal, who will forward it to CID.

There's not really much prior-service guys can do that non-veteran civilians can't, even if they're still plugged in with active-duty friends; we're not like cops who can call up buddies still wearing the badge to get things done.

Edit: at most we could get them barred or kicked from the VFW (or Legion); VFW membership is pretty much automatic when someone separates, even if they never actually deployed; or at least it was like that during the GWOT-era. I don't know if guys enlisted since then are still eligible for automatic VFW membership, but it wouldn't surprise me.
