I m not contacting the competent authorities, just asking personal friends who just happen to be members of said authorities their opinions about the legal status of this situation. What I'm interested in is NOT in starting a legal process to get this guy in anyway, I'm ONLY interested in finding out if it is technically feasible that the authorities might someday look for him.
